Aviation security and safety Bracing up for COSCAP's effective take off

coscapThe assertion that unity is strength has been put to test as the Cameroon Civil Aviation under the supervision of the Ministry of Transport jointly took up the challenging task of hosting the just ended steering committee meeting of the COSCAP which took place in Douala from April 16-18 2008.

During the meeting which brought together representatives of the International Civil Aviation Organisation (ICAO), Directors General of Civil Aviation Authorities and representatives of international Institutions,the Minister of Transport H.E Gounoko Haounaye in his opening speech urged participants not to loose track of the principal mission of the meeting which is to reinforinforce the aerial security supervision capacities of member countries of the COSCAP .Cemac/Sao Tome and Principe.The minister was optimistic that at the end of the 03 orking session ,delegates would have put in place a clear road map for COSCAP's effective take off, given that they do not have much time left.This organisation,it important to note has a three year operational deadline which is drawing nigh.The project started in 2006 and held its first two steering commitee meetings in Ndamena and Brazaville on December 12-13,2006 and may 29-31, 2007 respectively.

In his speech during the opening ceremony ,yhe Director General of the Cameroon Civil Aviation Authority ,Ignatius Sama Juma lauded previous efforts at downplaying some of the common problems of aviation security in the region as in the African and Madagascar Civil Aviation Athorities (AAMAC) which recorded significant progress in the development of regulations and trainig personnel in the region aviation safety and security.

Some common problems, according the Director General of the CCAA, include inappropriate technical regulations lethargy in the Directorates General ofCivil Aviation in the region, limited expertise of safety inspectors and financial difficulties among others.He said these problems were revealed by the Universal Oversight Audit Program and must be looked into closely.

Through the 03 day meting,participant worked relentlessly for advances toward the effective take off of the project.Speaking during the closing ceremony ,the Director General of the CCAA Ignatius Sama Juma made very positive remarks and particularly appreciated the team sirit of all the delegates and participants.The participants , especially the coordinator also expressed satisfactionat the total collaboration of the C.C.A.A and the Cameroon ministry of transport.The foreign participants on their part were not infifferent at the hospitality of cameroonians.

The COSCAP, Cemac /Sao Tome and Principe project it should be recalled, is the ground work for the creation of a Sub Regional Agency charged with the supervision of Aviation Safety and the maintenance of aircrafts airworthiness in Central Africa. Ndjamena is poise to be the headquarters of this agency. Meanwhile the coordinator of the COSCAP project is Cameroonian born Mr. Nsang Bernard.
