A guide for air passenger management in the context of the COVID -19 pandemic

On 1st June 2020, the Director General of the Aviation Authority signed circular N°0000009/C/CCAA/DG providing operational guidelines for this management. This document provides recommendations to airlines, airport operators and airport service providers on how to safely and gradually restore passenger transport in this time of pandemic.


In anticipation of the reopening of borders and in this period of the gradual restoration of transport services, connectivity and free movement as quickly as the situation would allow, guidance is being given worldwide to air industry players for the protection of the health of transport workers and passengers during operations. It is also a question of restoring their confidence and ensuring a resumption of air traffic with harmonized procedures.

Thus, effective measures to protect the health of aviation personnel and passengers by reducing the risk of transmission of CoV-2 at the airport and on board aircraft as much as possible must be implemented.

With regard to passenger management, the guidelines cover all stages of an air passenger's journey, including before arrival at the airport, at the airport, on board the aircraft, during transit and on arrival at the airport of destination.

As such, airlines, in coordination with airport operators, should inform future passengers about existing measures and travel restrictions for all those who may present symptoms compatible with VIDOC-19.

Similarly, airlines should inform future passengers through promotional measures of travel restrictions for any passenger who may present symptoms compatible with VIDOC-19 before arriving at the airport of departure.

Also, they should ensure that passengers arriving at the airport and boarding are informed and adhere to the preventive measures put in place.

On another level, airport operators, airlines and service providers should provide the necessary personal protective equipment for their staff and ensure, in collaboration with public health authorities, the regular cleaning and disinfection of terminal infrastructure and equipment.

Also, effective management of passengers on board with symptoms compatible with VIDOC-19 is required to reduce the risk of transmission, as well as adherence to and reminder of preventive measures applicable to passengers on board, in transit and on arrival to reduce the risk of contagion.
