ASSA-AC COMMITTEE OF MINISTERS’ MEETING

The third ordinary session of the Committee of Ministers of the Central African Aviation Safety Supervisory Agency known by its French Acronym (ASSA AC) took place on the 13th of April 2021 by video conference.
The meeting was chaired by the Minister of Transport of Cameroon, Jean Ernest Massena NGALLE BIBEHE, in the presence of the Ministers in charge of Civil Aviation of Congo, Gabon, the Central African Republic (CAR), Chad and the Director General of the Cameroon Civil Aviation Authority (CCAA), who is also the current Chairman of the Management Committee of the said institution.
Equatorial Guinea was unable to take part in the work session due to constraints linked to the COVID-19 pandemic.
The meeting focused on several points including the recruitment of regional inspectors, the ASSA-AC logo, the rules of procedure of the Committee of Ministers, the rules of procedure of the Executive Board and the follow-up of the decisions of the last Committee of Ministers.
At the end of the meeting, the ministers chose the logo of the institution, which is represented by a hummingbird taking flight.
The committee also proceeded with the appointment of inspectors. Thus, Mr. APOMBI Eugène of Gabonese nationality was appointed Regional Inspector in Safety and Certification of Aerodromes, Mr. FOLABIT Henri of Cameroonian nationality as Regional Inspector in Airworthiness of Aircraft, Mr. ALLADOUM of Chadian nationality as Regional Inspector in Technical Operation of Aircraft, and Mr. DIVOUNGUY Serge Denis of Gabonese nationality as Regional Inspector in Personnel Licensing and Technical Operation of Aircraft. 
Also, the rules of procedure of the Committee of Ministers and those of the Management Committee were adopted as well as the texts relating to the transport tickets of the members of the Management Committee; the points on the advances on the salaries of the personnel, and certain other benefits in kind, and allowances were also debated.
It should be noted that this specialized institution of CEMAC is based in N'Djamena, Chad and was created on 25 April 2007. The mission of ASSA-AC is to improve the safety and efficiency of air transport in all Member States, to define and establish harmonized regulatory processes uniformly applied to the certification and supervision of air carriers, maintenance and training organizations and international airports, in accordance with the provisions of the Chicago Convention and the relevant Annexes and related documents. It is placed under the supervision of the CEMAC Committee of Ministers in charge of Aviation. It has been operational since December 2012.
