Issuance of an operating licence to a foreign, scheduled airline.

This was the theme of the third edition of the "AERIAL TUESDAYS" which took place on 24 August 2021 via a video conference.
Indeed, to operate in Cameroon, foreign airlines must obtain an air carrier certificate granted by the Cameroon Civil Aviation Authority (CCAA), and they must first be designated by the diplomatic channel of their State in order to exploit the traffic rights as outlined in the air agreement signed between Cameroon and their State.
Also, the issuance of an Air Operating Licence requires a prior analysis of technical documents by the CCAA. This step ensures that the airline has been certified in accordance with the provisions of Annex 6 Part 1 to the Convention on International Civil Aviation and that it meets the eligibility conditions prescribed in the bilateral or multilateral air agreement.
And, as regards the procedure for issuing the Operating Authorisation itself, it comprises three main phases, namely
- Notification of the designation;
- Inspection of the company's base of operations;
- The authorisation itself. 
The latter is granted when the technical documents are valid and if the processing made, is favourable.
It should be noted that the validity of the Authorisation to Operate is linked to the Air Operating Licence (AOL) and the Air Operator Certificate (AOC) of the applicant company. However, the CCAA reserves the right to suspend or withdraw this authorisation at any time.
Therefore, upon issuance of the Air Operating Authorisation, the CCAA invites the new entrant to submit its operating programme for approval at least 30 days prior to the commencement of operations. And, the new entrant must contact the Cameroon Airport Company (ADC) for practical ground handling arrangements.
