Civil aviation security: second 2025 ordinary session of the National Security Committee (NCASC))

Under the chairmanship of the Minister of Transport, Mr. Jean Ernest Masséna NGALLE BIBEHE, the National Security Committee (CNS) held its second annual ordinary session on Friday, December 19, 2025. The meeting, convened at the CCAA Training School, was attended by all member administrations.

 

​In the context of the year-end holiday season, the agenda focused on several key items: the follow-up on recommendations from the July session, the current state of security across Cameroon’s airports, threat assessment, and a report on Cameroon’s participation in the 42nd Assembly of the International Civil Aviation Organization (ICAO).

​Regarding the security status of airports, the Director General of the CCAA, Mrs. AVOMO ASSOUMOU KOKI, revealed that preventive security measures against acts of unlawful interference were bolstered throughout the second half of the year, alongside the capacity building of implementation personnel.

​In line with these efforts and to maintain operational readiness, two large-scale full-scale emergency exercises were conducted sequentially: first at Yaoundé Nsimalen International Airport by ADC, and subsequently at Garoua International Airport by the CCAA. These exercises were designed to test security protocols and personnel responsiveness in accordance with ICAO Standards.

​The Minister of Transport commended these initiatives, as well as the accolades received during the last ICAO Assembly held in September 2025 in Montreal. Notably, he highlighted the ICAO Council President’s Certificate awarded to Cameroon in recognition of its constant and sustained efforts in complying with international civil aviation security standards. The Minister also noted the successful re-certification of the Douala Training Center as an ICAO Aviation Security Training Center (ASTC).

​Capitalizing on this occasion, the Minister called upon all stakeholders within the aviation security chain to exercise increased vigilance and enhanced proactive threat detection. This is particularly vital during this sensitive period, which traditionally sees a significant surge in air traffic. To this end, industry stakeholders and users must continue to scrupulously comply with the security measures decreed by the Civil Aviation Authority to ensure the continuous improvement of safety and security levels at our airport hubs.

​During the deliberations, concrete, relevant, and sustainable solutions were proposed to address emerging challenges, specifically regarding the unlawful encroachment on airport land, passenger comfort, and the strategic measures required to enhance the attractiveness of Cameroon as a premier aviation destination.
