29th Meeting of the Steering and Monitoring Committee for the TSDP – Aviation Component

During this session, held on December 29, 2025 in Douala, the Committee Chairperson, Dr. Patrice NGOLLE NGOLLE III, and committee members, including Mrs. ASSOUMOU KOKI Paule, Director General of the Civil Aviation Authority (CCAA), reviewed and approved the activity report of the Transport Sector Development Project (TSDP) Aviation Component Management Unit as of December 26, 2025. Additionally, the Annual Budgeted Work Plan (ABWP) for the first semester of 2026 was formally adopted.

 

According to the Project Coordinator’s briefing, the majority of the works have reached substantial completion. The execution rate is estimated at 98%, with remaining contracts being primarily residual and scheduled for closure by March 2026. The Committee commended this level of advancement while emphasizing the imperative to expedite outstanding procurement files to mitigate any implementation delays. Key ongoing sub-projects include:

  • Douala International Airport: Construction of the patrol road for the light aviation sector.
  • Garoua and Maroua Airports: Completion of the Emergency Operations Centers (EOCs).
  • Douala and Yaoundé-Nsimalen International Airports: Expansion of CCTV surveillance systems.
  • Douala International Airport: Rehabilitation of the Security Perimeter Fence.
  • Yaoundé-Nsimalen International Airport: Installation of the safety perimeter fence.
  • Digital Infrastructure: Acquisition of communication equipment and the installation of a Data Center within the Douala and Yaoundé EOCs.

Ahead of the project’s scheduled closure in late June 2026, the Committee expressed satisfaction with the current execution milestones. However, it urged the TSDP team to finalize remaining procurement processes in Yaoundé and Douala to ensure harmonized and timely delivery.

All activities under the TSDP Aviation Component are designed to ensure rigorous compliance with international civil aviation safety and security standards, as mandated by the International Civil Aviation Organization (ICAO). The TSDP is a strategic cooperation initiative between the Republic of Cameroon and the World Bank, aimed at upgrading critical transport infrastructure. The financing agreement, totaling €172.4 million, was ratified on April 20, 2017, with the International Bank for Reconstruction and Development (IBRD).

The Committee welcomes the progress achieved and reaffirms its commitment to closely monitoring the remaining works to uphold international compliance and the integrity of the aviation system. Successful adherence to the 2026 deadlines will bolster the overall performance of the TSDP and reinforce the credibility of the Cameroon–World Bank transport framework.
