Coopération technique OACI/CCAA: Les instructeurs AVSEC confèrent des techniques de préparation de la gestion de crise

Civil Aviation Training Center in Douala has played host to two five day sessions of a training on crisis management in aviation security from May 4 to 15, 2015.

 Speaking during the opening ceremony for the two training sessions, the Deputy Director General of the Cameroon Civil Aviation Authority CCAA said; unlike participants at the same training which previously took place in Yaoundé, those in Douala were going to be beneficiaries of real time practical sessions of a crisis situation, since they would have hands on experience from the Centre Directeur des Operations d’Urgence (CDOU) a pivotal tool for airport security personnel in time of crisis.

Functions of the CDOU

  •     Curb the spread of terrorism,
  •     Reduce vulnerability to the various risks and threats,
  •     Strengthen the population's sense of security,
  •     Develop better national responsiveness to emergencies,
  •     Improve coordination between national, regional and local actors in Aviation Security (AVSEC).

Actors of AVSEC crisis

Speaking of which,principal actors in time of crisis include; the Ministry of Transport, the Cameroon Civil Aviation Authority (CCAA), the Police, the Gendarmerie, the Customs the Governor’s office, the Judiciary all of whose representatives took part in the just ended two, five-day training sessions on crisis management in AVSEC.

Crisis managementreadiness techniques

During the course of the training, participants were treated to practical sessions. Under the guidance of AVSEC, ICAO accredited instructors; BARNABE from Benin and KONAN from Côte d’Ivoire respectively, they examined different crises scenarios in detail and assessed appropriate procedures and conducts expected from the different managerial staff involved in dealing with AVSEC crisis management.

Participants were also drilled on the different tools they could have at their disposal in time of crisis, notably PGC, EGC, the PCA and many more technicalities involved in the management of AVSEC crises.

At the end of the training all meritorious participants saw the immortalizing of their knowledge acquisition endeavors with prestigious diplomas from the ICAO. The representative of participants at the training expressed gratitude to the Ministry of Transport and the CCAA for the capacity building opportunity. Meantime Mr. Barnabé Metouhoue one of the ICAO instructors at the training admonished participants present to please transfer the knowledge acquired. He most importantly emphasized the value of team work stressing that it was the key to commendable results in any crises management endeavors that the delegates might have to face in future.

The presiding official and representative of the Director General of the CCAA at the closing ceremony, Mr. Kamajou Augustin Désiré, Regional Delegate of the CCAAon his part encouraged participants present to aspire for higher responsibilities in AVSEC and possibly aim at being sworn in as inspectors and subsequently gain international accreditation from the ICAO. He also praised their dedication and seriousness as demonstrated in devoting half of the Ascension Day to make-up classes.

Framework of the training

Taught by accredited ICAO instructors, the training is one of a string of aviation training courses which form the package of technical support from the ICAO to Cameroon. The ultimate goal being to build personnel capacity to implement compliant ICAO SARPs in the Douala and Yaounde-Nsimalen International airports. A goal which when attained, will permit direct flights to the USA and denser air traffic through more Air Transport Agreements.
