Air safety: COSCAP-CEMAC

The first meeting of the Working Party on Air Safety (ASWG) of the Coscap-Cemac / Sao Tome and Principe program was held on 16 and 17 April 2009 in Douala.

 "This first ASWG meeting also marks the actual start of the Coscap-Cemac / Sao Tome and Principe Program," said Tsamo Christien, Technical Advisor No. 1 to the Aeronautical Authority, Who welcomed the participants to this meeting on behalf of the Director-General of the Aeronautical Authority.

Bernard Nsang, Coordinator of the Coscap / Cemac-Sao Tome and Principe program, reiterated the importance of the ASWG in the smooth running of the Coscap project.
It should be remembered that it was decided in Douala during the 3rd Steering Committee of the Coscap / Cemac-Sao Tome and Principe program of April 2008 that the Coscap / Cemac, a program of the International Civil Aviation Organization (ICAO), operational in various regions of the world, of the establishment of the Aviation Safety Working Group (AWG).

The missions entrusted by the Coscap / Cemac to the GTSA are multiple. First, it concerns the production of recommendations for the drafting, adoption or amendment of national or Community basic legislation and the regulation of civil aviation.
It is also up to the AWG to ensure harmonization at Community level of the practices and procedures for complying with the ICAO Annexes and Manuals.
Finally, the working group ensures the implementation of harmonized procedures for the approval of the various procedural manuals.

During the Douala meeting, civil aviation experts from different Cemac countries adopted the terms of reference of the AWG, established its rules of procedure, elected a chairman for the two In the person of Mr. TSAMO Christien. The Secretary of the STWG was also appointed. It is the French Michel CARRASCO who is also the main technical adviser of Coscap / Cemac.

It was also agreed at the end of the work that the next meeting of the Working Group on Air Safety will be held again in July 2009 in Douala.
The Coscap / Cemac program, headquartered in Ndjamena, Chad, is expected to become the Regional Agency for Air Safety, with the objective of strengthening the air safety oversight capabilities of the Cemac States and improving Safety of civil aviation in Community airspace.
