The Director General of the CCAA Elected Chairperson of AASPG

Mrs. Assoumou Koki Paule was elected Chairperson of the Africa-Indian Ocean Aviation System Planning and Implementation Group (AASPG) on November 3, 2025, at the commencement of the regional group's first meeting, which is currently being held from November 3-7, 2025 in Libreville.

 

 

This renewed confidence in the Director General of the Cameroon Civil Aviation Authority (CCAA) is a testament to the recognition of her expertise and proven leadership in the aviation sector, particularly in her previous role as Chairperson of the Africa and Indian Ocean Planning and Implementation Regional Group (APIRG).

The other elected Bureau members are:

First Vice-Chairperson: Mr. Fred Bamwesigye, Director General of the Uganda Civil Aviation Authority and Chairperson of the Regional Aviation Safety Group - Africa and Indian Ocean (RASG-AFI);

Second Vice-Chairperson: Mr. Diaga Basse, Director General of the National Civil Aviation and Meteorology Agency of Senegal and Vice-Chairperson of RASG-AFI;

Third Vice-Chairperson: Mr. Protus Seda, Deputy Director, Operations, ATM and Infrastructure - Africa and Middle East at IATA, representing the industry.

For the record, the creation of the AASPG, resulting from the merger of the APIRG and RASG-AFI groups, was decided on July 19, 2024 in Libreville and marks a major step forward for the region.

The new Group is responsible for developing and updating the Regional Air Navigation Plan (RANP) and the Regional Aviation Safety Plan (RASP), as well as supporting the implementation of ICAO Standards and Recommended Practices (SARPs).

During this first meeting, participants will examine, among other things, the following points:

  • Coordination of AASPG activities (transitional arrangements for the AASPG, update of the Abuja safety targets and incorporation of air navigation service objectives);
  • Monitoring the activities of the Group's contributory bodies: Aerodrome and Airspace Operations Sub-Group (AAO), Infrastructure and Information Management Sub-Group (IIM), and Safety Management and Oversight Sub-Group (SMO);
  • AFI airspace surveillance (activities of the African Regional Monitoring Agency (ARMA), preparation for the AFI Region Air Navigation Services (ANS) Summit);
  • The AFI Regional Aviation Safety Plan (AFI-RASP): alignment with the Global Aviation Safety Plan (GASP), safety objectives, safety enhancement initiatives, National Aviation Safety Plans (NASPs);
  • Updating the AFI Regional Air Navigation Plan (AFI-ANP): alignment with the Global Air Navigation Plan (GANP), State contributions to the plan update, National Air Navigation Plans (NANPs), National Aviation System Block Upgrade (ASBU) plans;
  • The Annual Safety and Air Navigation Report: transitioning from two distinct reports to a single annual Aviation System Report covering both safety and air navigation;
  • Progress made in the implementation of the Essential Components (ECs) and the Aviation System Block Upgrades (ASBUs);
  • Identification and resolution of air navigation deficiencies via the AFI Air Navigation Deficiency Database (AANDD) and Significant Safety Concerns (SSCs);
  • Other Aviation Safety and Air Navigation Initiatives: AFI Region Air Traffic Services (ATS) Event Analysis Group, protection of aeronautical personnel in AFI region conflict zones, and addressing the proliferation of outdated and obsolete NOTAMs.                                                                           Translation: MKG /CEA-CRP
