OPEN NATIONAL CALL FOR TENDERS EMERGENCY PROCEDURE No._001 /AONO/CCAA/CIPM/2019 OF 04 FEB 2019
For the conduct of studies on the construction of a fence around Yaounde-Nsimalen international airport financing: CCAA budget 2019 financial year.
1. Purpose
The Director General of Cameroon Civil Aviation Authority (CCAA) hereby launches a National Call for Tenders, in emergency procedure, relating to the supervision of studies on the construction of perimeter walls around airport properties.
2. Nature of Services
The nature of services to be executed is subdivided into three missions, including:
Mission 1: Preliminary studies;
Mission 2: Preliminary Design (APS);
Mission 3: Detailed Preliminary Design (APD) and drafting of a Consultation File (DCE).
3. Deadline of Execution of Services
The maximum deadline determined for the realization of services under this Call for Tenders is ninety (90) days.
4. Estimated Cost
The estimated costs of services to be provided is one hundred million (100 000 000). CFA Francs
5. Participation and Origin
This Open National Call for Tenders is exclusively intended for Technical Engineering Firms under Cameroon Law, specialized in the study, technical monitoring, control and supervision of building work.
6. Financing
The services under this Call for Tenders shall be financed by the CCAA Budget, 2019 financial years.
7. Provisional Guarantee (Bid Bond)
Under pain of rejection, each bidder shall attach to his administrative documents a bid bond issued by a banking institution approved by the Ministry in charge of Finance, and whose list appears in Document 11 of the TF of an amount of: two million (2 000 000) CFA Francs et valid for thirty (30) days beyond the original bid validity date.
The provisional guarantee shall be released automatically beyond the thirtieth (30th) day after the expiry of bid validity for unsuccessful bidders. Where the bidder has been awarded the contract, the provisional guarantee shall be released after constitution of the final guarantee.

9. Acquisition of Tender Documents
The Tender Documents may be obtained, during working hours, from the Head Office – Technical Department – Sub-Department of Public Contracts, located at the Yaoundé 101 Air Force Base (Telephone 22 30 30 90), upon publication of this tender notice, on presentation of the original receipt of payment of a non-refundable sum of fifty thousand (50,000) CFA Francs, in Account No. 33598860001 94 entitled “CAS-ARMP” domiciled in all BICEC branches.
10. Presentation and Admissibility of Bids
Under pain of rejection, other required administrative documents must be submitted in original copies or in certified true copies by the emitting service or administrative authority, in accordance with the specifications of the Special Regulations of the Call for Tenders. They must not be more than (03) months preceding the original date of submission of bids or they must be issued after or at the date of date of signature of the Tender Notice. Any incomplete bid in accordance with the specifications of this Tender File shall be declared inadmissible.Particularly, the absence of the submission guarantee, issued by a first-rate bank, approved by the Ministry in charge of Finance.
11. Submission of Bids
Each bid, drafted in English or French in seven (07) copies, including the original copy and six (06) copies labelled as such, shall be submitted under sealed envelope CCAA Head Office – Technical Department – Sub-Department of Public Contracts), located at the Yaoundé 101 Air Force Base (Telephone 22 30 30 90), no later than 07 MARCH 2019 at 02 PM o’clock, local time, either by registered mail, with acknowledgement of receipt, or against a receipt and shall be labelled as follows:

Bids submitted after the deadline for submission of tenders shall be rejected.
12. Opening of Bids
The bids shall be opened in two phases, the opening of administrative and technical bids shall take place on 07 MARCH at 03 pm in the CCAA Conference Hall No. 2 located at the Yaoundé 101 Air Force Base.
Only bidders may take part in this opening session, or they may be represented by a duly mandated person of their choice.
The opening of financial bids shall take place after technical analysis and shall only concern bidders who have scored a minimum mark of 80% of points
13. Evaluation Criteria
13.1 Eliminatory Criteria
· False declaration or falsified administrative document;
· incomplete bids (Technical and financial bids)
· Absence of bid bond,
· Non-compliance of a document with the administrative file after a deadline of 48 hours after opening of bids, except for the bid bond ;
· Omission of a quantified unit price in the price slip prix;
· Head of Mission : Architect
o Absence of a certified true copy of a Diploma of Architect (GCEAL+5 Minimum),;
o Absence of the original copy or a copy certified true by ONAC of the attestation of registration at the Cameroun National Order of Architects ;
o Not having at least ten (10) years of experience in the conduct of building studies;
· Civil Engineer
o Absence of a certified true copy of a Diploma of Civil Engineer (GCEAL+3 Minimum),;
o Absence of the original copy of attestation of registration at ONIGC;
o Not having at least five (05) years of experience in the conduct of building studies;
o Absence of a document certifying or attesting to the mastery of a structural calculation software (Reinforced Concrete, Mixed Structure .........);
o Absence of a document certifying or attesting to the mastery of building design software (Auto CAD only).
· Absence of an owned liaison vehicle PICKUP type;
· Absence of a reference in building studies of an amount ≥ 50 million between 2013 and 2018 ;
· Mark obtained less than 70 /100 points;
· Bidder with a current and/or non-accepted contract in CCAA.
13.2 Essential Criteria
· Relevance of the methodological / technical mark
· Proven experience in the conduct of similar services;
· Qualification and experience of the project team;
13.3 File Evaluation Criteria
Evaluation of candidature file shall take place on the basis of the following criteria:

Each compliant proposal shall be awarded a technical mark (NT), the required minimum score is 75 points out of 100. The financial bid shall be evaluated out of 100 points. The lowest corrected financial bid shall receive all points and others shall be marked according to the formula below:
NF= 100 x Fm/F, NF being the financial bid ;
Fm the lowest proposal ;
F the amount of the proposal considered.
The overall technical and financial mark shall be determined by a weighing done between the technical mark and the financial mark according to the formula below:
Overall mark Ng = 0,70 NT + 0,30 NF
NT = Technical Mark NF = Financial Mark Ng = Overall Mark
14. Method of Selection of Consultant
The consultant shall be selected according to the quality and cost-based selection method, in accordance with the procedures described in this Tender File.
15. Contract Award
The Director General of CCAA, Contracting Authority, shall award the contract to the bidder whose bid has been recognized compliant with this Tender File and who submitted the lowest bid.
16. Bid Validity Duration
Bidders shall be bound by their bids for a period of ninety (90) days, with effect from the deadline determined for the submission of bids.
