Mrs Paule AVOMO ASSOUMOU KOKI, Director General of the Cameroon Civil Aviation Authority (CCAA), was elected President of the 14th ICAO Air Navigation Conference, on the proposal of China, supported by Austria, on behalf of the Member States of the European Union and Côte d'Ivoire, on 26 August 2024 in Montreal. This was during the opening plenary of this important meeting, in the presence of the Deputy Minister of Transport of Canada, the President of the ICAO Council, the Secretary General of ICAO, and the President of the ICAO Air Navigation Commission.
It was with great pride that the Director General of the CCAA took the floor in her capacity as President of this conference to thank the array of guests, States and international organisations present at this fourteenth air navigation conference, which is being held under the theme ‘Performance improvement driving sustainability’. She began by expressing her gratitude to the States that proposed her nomination and to the President of the Republic of Cameroon, His Excellency Paul Biya, who authorised her to lead the Cameroonian delegation, and to the Ministers of Transport and External Relations for their support.
The Director General of the CCAA took this opportunity to point out that ‘this conference is part of the Organisation's divisional air navigation meetings. It is convened to address a wide range of interconnected issues of global significance, covering several aspects of air navigation. She also emphasised that the Conference must foster the creation of a framework for balanced, respectful and constructive debate to advance the technical issues related to the concerns of this work.

It should be noted that this 14th Conference aims to reach an international consensus on performance improvement initiatives that will enable ICAO, its Member States and the aviation sector to meet the global environmental challenges facing aviation and consider the rapid evolution of aviation activities and technologies despite limited resources. During this conference, experts from States and organisations will examine interdependent aspects of safety and air navigation through in-depth technical discussions, which should lead to agreement on some high-level recommendations in air navigation and safety.
As regards the work itself, the discussions are organised around the four items on the agenda:
the update on ICAO's 2023-2025 business plan and long-term strategic planning;
the safe and timely use of new technologies;
Improving the performance of the air navigation system; and
Hyper-connectivity of the air navigation system.
The conference ends on 06 September 2024. The recommendations resulting from each item will be presented to the ICAO Council for approval, and if appropriate, will be ratified at the 42nd session of the Assembly to be held in 2025.
The Cameroonian delegation, led by Mrs Paule AVOMO ASSOUMOU KOKI constitutes representatives from the Ministry of Transport, the Ministry of External Relations and the CCAA.
