Closing of the 14th ICAO Air Navigation Conference

Several recommendations were made to reshape the future of international air transport. "These discussions have not only highlighted the pressing challenges facing our sector but have also paved the way for new opportunities to improve the safety, efficiency and sustainability of air navigation" declared Ms Paule Assoumou Koki in her speech at the closing plenary session of these meetings, which ended on September 6, 2024 at ICAO headquarters.  She also took the opportunity to thank all the stakeholders who contributed to the success of this event.
 
Among the recommendations made to reshape the future of international air transport is the delegates' pledge to support the planning of ICAO's activities according to programme logic. They also approved a strengthened strategic alignment between the Global Aviation Safety Plan (GAP) and the Global Air Navigation Plan (GANP).
The conference also called for more efforts to mitigate interference of Global Navigation Satellite Systems (GNSS), which is a growing threat to civil aviation that can compromise the accuracy and reliability of aircraft positioning and navigation systems. The recommendations also included better guidance for pilots, improved information sharing and the development of more resilient aviation systems.
There was also broad consensus on the need for a global contingency plan to manage GNSS failures and ensure continued safe navigation.
Concerning operational efficiency, the conference established frameworks for the short-term implementation of new procedures on a wider and more consistent scale. These include specific projects on the longitudinal separation of aircraft and free airspace. Initiatives that will enhance global air traffic management, providing significant enhancements in performance and operational efficiency worldwide.
Delegates also strongly emphasized the importance of embracing technological advances, as they agreed on the need for harmonized regulatory frameworks to manage emerging technologies such as electric and hybrid propulsion.

The 14th ICAO Air Navigation Conference ended with a feeling of general satisfaction among the participants and organizers, who unanimously praised the achievement of the initial objectives and the smooth running of the event. It should be recalled that the theme of the conference was ‘Improving Performance for Sustainability’, laying a solid foundation for a safer, more efficient and more environmentally friendly aviation sector, as ICAO Secretary General Juan Carlos Salazar pointed out.
