CEMAC: Regional capacity-building in the development of aviation regulations

From 15 to 17 October 2024, the Cameroon Civil Aviation Authority (CCAA) Training School hosted a high-level workshop to build the capacity of experts from the Central African subregion to draft aviation safety regulations.

The workshop was attended by experts from the various civil aviation authorities in the subregion, the Agency for the Supervision of Air Safety in Central Africa (ASSA-AC), the Cameroon Ministry of Transport, and the African and Malagasy Civil Aviation Authorities (AAMAC).
Moderated by EASA expert Jean-Marc CLUZEAU, the workshop addressed the life cycle of a Community regulation, from design to implementation and evaluation, and current issues such as performance-based regulation. The transposition of international standards into national regulations was also examined, with particular emphasis on issues relating to the transposition of the Chicago Convention (Convention on International Civil Aviation) and its technical annexes.
For Mrs Paule Assoumou KOKI, Director General of the CCAA, this workshop marks the culmination of a long process that began more than ten years ago. By hosting this training course, the CCAA is reiterating its commitment to aviation safety in Central Africa and its clear desire to contribute to strengthening regional cooperation, which is essential for a robust aviation safety system.
For his part, Mr Eugène Apombi, Director General of ASSA AC, took the opportunity of this workshop to congratulate the States which, right from the start of the harmonisation project, have worked to draw up and revise the Community regulations.
The Community aviation safety regulations are due to come into force as of December 31, 2026, with a period of applicability of two years (02) for existing national regulations. As such, each Member State will have to plan for this shift by drawing up and implementing a change management programme.
As a reminder, this workshop is the first in a series of skills development activities that form part of a partnership agreement signed on October 4, 2024, between the CCAA and the ASSA-AC, to strengthen the skills of the actors involved in harmonising aviation safety regulations in Central Africa. As per this agreement, the CCAA Training School is responsible for ensuring the pedagogical quality of training developed by ASSA-AC, an activity successfully carried out by the EFO-CCAA since its creation in 2016, thanks to its partnership with the ICAO Global Training Office.
