Audit Preparation: Assistance from ICAO for the CCAA

The Cameroon Civil Aviation Authority (CCAA) hosted a mission from the Regional Office of the International Civil Aviation Organization (ICAO) for West and Central Africa (WACAF) from June 23 to July 11, 2025.

This initiative, led by the Regional Office Safety Team (ROST), marks a significant milestone in the ongoing enhancement of Cameroon's aviation safety oversight system. In her opening speech, Ms. Paule Assoumou Koki, Director General of the CCAA, expressed her gratitude to ICAO, particularly to the Director of the WACAF Regional Office, for this timely initiative. The mission enabled an assessment of the existing oversight system and consideration of future deadlines, particularly in light of the ongoing regulatory transition.

This period is characterised by the adoption of Community regulations by the Central African Economic and Monetary Community (CEMAC) in several key areas, including Personnel Licensing (PEL), Technical Operations of Aircraft (OPS), Aircraft Airworthiness (AIR), Air Navigation Services (ANS), and Aerodromes (AGA). These regulations will take effect on January 1, 2027, necessitating a complete update of the supervision tools.

It is essential to note that the success of this transition will depend on providing appropriate training to all stakeholders, particularly supervisory staff and aviation industry personnel.

The work conducted at the CCAA Training School not only focused on these areas but also addressed basic aviation legislation, civil aviation regulations, and the organisation of civil aviation and safety management at the state level. ICAO experts engaged in discussions with CCAA staff and officials from the Ministry of Transport. The mission also included site visits to various industry locations, such as Yaoundé-Nsimalen International Airport, the airport's air navigation services, and the airline Camair-Co.

During debriefing sessions with the experts, observations were made, and recommendations were conveyed for the continuous improvement of the entire system.

The mission concluded with a commitment from both the CCAA and ICAO to continue their collaboration through the follow-up of the action plan elaborated during the mission.
