ICAO reaffirms certification of CCAA’s Douala Regional Aviation Security Training Centre

Through a letter dated November 25, 2025, addressed to the Director General of the CCAA, the International Civil Aviation Organisation (ICAO) confirmed the continuation of certification of the EFO/CCAA Douala Training Centre as an ICAO Aviation Security Training Centre (AVSEC Training Centre).
This recognition follows the successful results of the audit conducted by ICAO at the Douala site from July 14 to 18, 2025. The audit resulted in excellent findings, with over 95% satisfaction and no major nonconformities noted.
 
It is important to recognise that certification for an ICAO AVSEC Centre is obtained following a rigorous accreditation process that includes compliance with ICAO standards and the granting of official recognition.
 
The EFO/CCAA Douala Training Centre was initially accredited as an ICAO AVSEC Training Centre in 2018. This accreditation confirmed that the Centre met all general and specific requirements and has, since then, provided aviation security training to personnel and managers responsible for implementing security measures in Civil Aviation, in accordance with ICAO Annexe 17, ensuring a high degree of confidence and comfort.
 
Following this brilliant trajectory, a reevaluation of the Centre was required in accordance with ICAO procedures.
 
During the audit of the Douala Training Centre last July, evaluations were conducted across the following areas: training procedures, the training process itself, infrastructure, personnel, archiving, the quality system, and security training content.
 
With the renewal of its AVSEC certificate (i.e., its security training centre status), the Douala Centre will continue to deliver an extensive range of continuous and long-term training programmes for Cameroon, Central Africa, and West Africa. These programmes notably cover initial security training, imaging techniques, crisis management, air cargo and mail security, inspector training, internal auditor training, risk management, engineering, and mechanics, such as the Specialised Master’s in Aircraft Maintenance and Recycling (CAMRA) and the Bachelor’s in Air Navigation and Aerodrome Services Operations (ESNAA), among others. This guarantees CCAA personnel and other learners trained at the Centre, including those from partner administrations (Customs, Gendarmerie, and Police), receive ICAO-certified training.
 
The Douala Training Centre has been operational since 2016 and is one of the three centres operated by the CCAA Training School, alongside those in Yaoundé and Garoua.
 
It possesses the necessary infrastructure, facilities, human resources, and operational procedures that meet international standards.
 
Thus, this Centre places Cameroon within the network of 34 ICAO AVSEC centres worldwide, ranking it as the 6th in Africa after Casablanca, Tunis, Johannesburg, Nairobi, and Dakar. It holds the distinction of being the first in Central Africa.
